ACS Fails to Extract ATO with Error 'The system cannot find the path specified' in Agile Application Server Log (Doc ID 2580580.1)

Symptoms

ACS fails to transfer ATO with below error in Agile Application Server log
 

Error

<java.io.FileNotFoundException: C:\Windows\TEMP\AgilePC9Extract\xxxxxxx\xxxxxxx.xml (The system cannot find the path specified)>
<at java.io.FileOutputStream.open(Native Method)>
<at java.io.FileOutputStream.<init>(FileOutputStream.java:110)>
<PCExtractTask:ERROR> Unable to extract {0}.  See the log for details >

Java Client > Admin tab > Settings > System Settings > Agile Content Service > Destination status shows failure


Steps

The issue is reproduced with below steps:
1. Configure ACS so that ATO will be transferred when ECO is released
2. Release serveral changes
3. Delete the folders and files under Temp folder of Agile Application Server machine: C:\WINDOWS\TEMP
