Declaration is unable to retrieve 'Substances for Item'

Goal
On : 9.3.2.0 version, Web client (PGC)
IPC 1752-1 Declaration is unable to retrieve "Substances for Item"
The issue can be reproduced at will with the following steps:
1. Log into Agile web client
2. Create a Declaration -> Substance Declaration
3. Go to items tab, add a item
4. Go to Specifications tab, add a Specification
5. Click Next Status, move workflow from "Pending" to "Open To Supplier"
6. The Specification will add into item automatically
7. Create a "IPC 1752-1 Declaration"
8. Repeat steps 3- 6
9. The Specification will not add into Specification automatically
