Recurring Billable Charge Is Not Created

Goal
On : 2.6.0.1.0 version, ENV - Environment
Recurring Billable Charge is not created.
We are creating recurring billable charges with recurring flag as Bill Period for period of January - December 2019. We also configured the Bill period "MONTHLY" having a bill date and bill segment date for the month end date for 2019.
On generating the December 2019 bill the recurring billable charge is getting billed but on generating bills for previous months (Jan 2019 - Nov 2019) the recurring billable charge does not get billed (included) in the bills. The expectation is that the recurring billable charge should get billed in all the months from Jan 2019 to Dec 2019.
