Connection Timeout Exception While Retrieving User Segments In Experience Manager (Doc ID 2581154.1)

Symptoms

Customer Experience (Xmgr, Assembler, Workbench, Application Development)

When in Experience Manager, we click on "Select User Segments", XM returns an error :

Connection timeout Exception while retrieving User segments in XM.

The list of user segments cannot be retrieved. Contact your system administrator. Unable to load information from http://<host>:8006/ifcr/sites/App.profileGroups.json
java.net.ConnectException: Connection timed out

The issue can be reproduced at will with the following steps:
1. Navigate to the XM.
2. Land to any rule and click on the user segment.
