CMT Import Issue (Doc ID 2581878.1)

Newly added process steps are unable to be imported with CMT.

The issue can be reproduced at will with the following steps:
1. Add new process Step where we already have existing process step. “Fill_Defaults” is the new process Step added.
2. Create new configuration migration set only with newly added process step and create CMT file.
3. The other environment has only old process steps which is “Policy Validations”.
4. Import CMT which is created in step-2; note that latest import has deleted old process step and only the new one is visible on the target environment.
