Unable To Unlock User Accounts After Using Admin Account To Unlock The User Accounts (Doc ID 2581989.1)

Symptoms

Unable to unlock user accounts after using admin account to unlock the user accounts.

All users tries to log back in after the password has been reset & the users still cannot login & receive the following error:

Error
You have exceeded the number of allowable login attempts and your account has been locked. Please contact your PLM Administrator.

The issue can be reproduced at will with the following steps:

1. Login to Java Client as admin
2. Create user account user1
3. Modify User Policy

  Account Lockout
  Account Lockout; Enabled
  Logon Attempts: 3
  Reset Count Time: 5
  Lockout Duration: 5
  Account Lockout Notify User: admin

1. Login to WebClient as user1
2. User tries to login but enters the wrong password with more than 3 attempts
3. Receive the Error Message: "You have exceeded the number of allowable login attempts and your account has been locked. Please contact your PLM Administrator."
4. Logon as admin
5. Unlock user login
6. User tries to login and still cannot login
7. Login to WebClient as user1
8. User tries to login but enters the wrong pw with more than 3 attempts
9. Receive the Error Message: "You have exceeded the number of allowable login attempts and your account has been locked. Please contact your PLM Administrator."
