CM Continues to Start During Startup Even CM Receives PIN_ERR_TIMEOUT

After PS22, if CM receives PIN_ERR_TIMEOUT during startup, CM continues to start. It is expected that if CM receives PIN_ERR_TIMEOUT loading any configuration during startup, CM process should terminate.
CM started without loading configuration information which caused many issues with any transactions processed in the CM. In some cases, CM could never operate correctly without this configuration information loaded and should therefore terminate on startup. The reported scenario has not observed this behavior prior to PS22.
