ACTUAL BEHAVIOR

When performing activity allocations on the transaction allocation screen, the system should provide a hard error that the same fund cannot be selected twice.
EXPECTED BEHAVIOR
-----------------------
Duplicate fund hard error should be displayed.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Attempt to add a transaction that does allocations (e.g. MaturityAllocationMaintenance).
2. Select the same fund twice.
