Facing DIAMETER_UNABLE_TO_COMPLY Issue While Rating (Doc ID 2583673.1)

Symptoms

While performing rating, “DIAMETER_UNABLE_TO_COMPLY” issue comes up along with system error in Diameter and Elastic Charging Server (ECS) logs.

ERROR

Multiple-Services-Credit-Control (456,M,l=32) =
    Rating-Group (432,M,l=12) = 99
    Result-Code (268,M,l=12) = DIAMETER_UNABLE_TO_COMPLY (5012)

STEPS
-----------------------
1) Create account with rate plan
2) Perform usage through SEAGULL

First update request failed with below error:
