Moving Average Transfer Pricing Rule Appears to Use Stationary Average in BSP (Doc ID 2583835.1)

Symptoms

In Oracle Financial Services Balance Sheet Planning (BSP) 8.0.x, when using a Transfer Pricing Rule as part of the Calculation, you find the Transfer Rates are incorrect for the "Moving Averages" Transfer Pricing method.

Reviewing the New Business Ending Transfer Rate values, you find the same Transfer Rate value exists for every month of the forecast.  For example:

 

In this example, the New Add Transfer Rate is= 3.1567 across all month buckets.

You are using a 12 Month historical range for the Moving Average calculation.  You expect each future month's Moving Average to shift forward 1 month, resulting in a different Transfer Rate each month.
