CreateTransferShipmentContainer Web Service Request Is Failing with "SYSTEM_ERROR" Error (Doc ID 2584480.1)

Symptoms

When attempting to run the TransferShipmentService -> CreateTransferShipmentContainer, the following error occurs;

Steps to Reproduce:

1. Create a Shipment using the createTransferShipment operation in TransferShipmentService.
2. Save the Shipment using the saveTransferShipment operation in TransferShipmentService.
3. Create a shipment Container using the createTransferShipmentContainer in TransferShipmentService.
Notice the error mentioned above.
