ToDO TD-PYUPL Is Completed Even If Its 'Being Worked On'

Symptoms
On : CCB 2.5.0.2.0 version, TD - To Do
TD-PYUPL Batch: ToDO's are completed even if they are in 'Being worked on' status.
ACTUAL BEHAVIOR
---------------
The batch - TD-PYUPL is scheduled to run 3 times a day - 08:00 AM, 02:00 PM, 04:00 PM. Issue is that, To Dos created by this batch are getting Completed by its next run irrespective of the of To Do status - Open or 'Being worked On'. So, if user has started working on To Do & assigned to other user/Role by adding Information into it, will also be completed without any checks.
EXPECTED BEHAVIOR

ToDo's which are in "Being worked On" status are not closed on subsequent batch run.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. 17 to Do of To Do Type TD-PYUPL Present in the system and out of it 5 are in open but rest all in Completed Status
2. Rest all completed To Do Type
3. Running the BATCH: TD-PYUPL
4. Checking the To Do List. The 5 Open To Do are Completed and 5 more To Do added to the existing count of 17 so we have now 22 To Do of To Do Type TD-PYUPL with 5 Open and rest all completed.
