Users Can Update Changed Controlled Item Attributes From EC/MCAD connector Despite of "Warning - Error Updating rows of BOM table: Change is already released#" (Doc ID 2584965.1)

Symptoms

User is able to update Agile item attributes from SolidWorks without an ECO even though the item is released and in Production status.
All of the attributes that are changed are under change control in Agile and user cannot update these attributes from the Agile application directly.
But the user can change them through EC connector.
The history tab record of the changes does not contain any info about the item change.
The EC save window gives the following warning, but does not stop the change to occur.

Warning - Error Updating rows of BOM table: Change is already released#



Expected Behavior
The users should not be allowed to modify/update item attributes from MCAD/EC connector. 


Steps to Reproduce

The issue can be reproduced at will with the following steps:
1. Find an existing released Agile PC item#
2. In Solidworks EC, do a create and then find the existing item#.
3. Create an associated design object.
4. In the item properties in EC, change an existing attribute that is under change control in Agile PC.
5. Publish the item and design to Agile.
