RPT_ROUTING error when Report State is changed to Submitted

Symptoms
After performed 'Mark Multiple For Approval' under Worklist menu for multiple reports, when try to change a report's Report State from 'Approval' to
'Submitted', an error dialog opens and the report cannot be change to Report State 'Submitted'.
Error Message:
When this error occurs, the report is having single record in RPT_ROUTING table with SEQ_NUM column value '2'.
This happens when the 'Mark Multiple For Approval' was performed for mixed reports of:
A) Report State has ever been changed before performing 'Mark Multiple For Approval'
B) Report State has NOT ever been changed before performing 'Mark Multiple For Approval'
The above error at changing Report State to 'Submitted', which is the situation of RPT_ROUTING table to have single record with SEQ_NUM = 2, happens for the above type B) reports.
Steps to Repeat:
------------------------
1) Create a new case and enter data for report.
2) Schedule a new PMDA Form report.
3) Lock the case and generate the PMDA Form report by clicking Final link.
4) On Report Details >> Routing, change Report State from 'Generated' to 'New Data Available'.
5) Generate the same report by clicking Final link.
6) Create another new case and enter data for report.
7) Schedule a new PMDA Form report.
8) Lock the case and generate the PMDA Form report.
9) Go to Worklist > Reports and search the cases.
10) Select the 2 case reports by clicking checkbox at the left of report icon.
11) Perform right mouse button click >> 'Mark Multiple For Approval' menu.
12) Check RPT_ROUTING table records from backend.

First Case Report --- 2 records exist:
SEQ_NUM=1 --- changing Report State from 'Generated' to 'New Data Available'
SEQ_NUM=2 --- changing to 'Approval' by 'Mark Multiple For Approval' menu
Second Case Report --- 1 record exists:
SEQ_NUM=2 --- changing to 'Approval' by 'Mark Multiple For Approval' menu
13) Go to Report Details >> Routing for the 2nd case report.
14) Try to change Report State from 'Approved' to 'Submitted'.
