Connection Failed Between HCM Cloud and OPA (Doc ID 2585869.1)

Symptoms

When connecting OPA instance with HCM Cloud, the connection failed with an error after entering HCM Cloud admin credentials in OPA.

Error: An error occurred sending the request to url '<HCM url>'. Error was: Tried all: '1' addresses, but could not connect over HTTPS to server: '<HCM url>', port: '443'

The issue can be reproduced at will with the following steps:
1. Log into OPA
2. Provide HCM Cloud URL for the URL Parameter
3. Enter user name and password
