Assigning a Design To DFCO in MCAD Connector Does Not Work, Getting Error: "A change in the illegal state with a such number was found."

Symptoms
Using MCAD 3.6, when performing an "Assign Change" action from inside MCAD, get an error message: "A change in the illegal state with a such number was found". The change is not assigned to the item/design in anyway. If instead creating a new ECO from the Assign Change menu in EC, it works as expected.
Steps to reproduce:
- Save preview from SolidWorks. (Note that item is associated with ECO).
- Right-click, assign change, search for different ECO.
- Get the error.
