Symptoms

On : 1.6.1.23 or 1.6.1.22 version, Installation

Getting ORA-12154: TNS:could not resolve the connect identifier specified with OU 1.6.1.23.x patch

When installing the OU 1.6.1.23.x everything installs fine until we start the application using the ODP connection.

We are getting an ORA-12154: TNS:could not resolve the connect identifier specified.
When only reinstalling patch OU 1.6.1.21.24 everything works fine. Patch 1.6.1.23.0 or 1.6.1.23.1 gives an ODP connection error.

However, there are no new requirements in software (.NET, Oracle Client 11.2 etc.) that have not been confirmed.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Install and configure 1.6.1.21 successfully with 11.2.0.4 client
2. Remove 1.6.1.21, reboot, install 1.6.1.23 using same database configuration.
3. Launch Data Manager or otherwise connect using ODP and get the error as described.
