Stock Order Reconciliation Is Not Enabled After 0-Receive in RMS UI (Doc ID 2587662.1)

Symptoms

'Stock Order Reconciliation' is not enabled when 0-receiving is done via RIB (Inbound Receipt message) as oppose to receiving done via RMS User Interface (UI).

Steps to Reproduce:
1. Perform 0-receiving via RMS UI:
    a. Create Transfer in RMS.
    b. Create Shipment in RMS.
    c. Receive Shipment without indicating any quantity (when opening Receive by Item, do not add any quantity and just 'Save and Close').
    d. SHIPMENT.STATUS_CODE changes to 'R' and 'Stock Order Reconciliation' is enabled.

2. Perform 0-receiving via RIB (Inbound Receipt message) and notice discrepancy:
    a. Create Transfer in RMS
    b. Create Shipment in RMS
    c. Send a RIB message for the Shipment with 0-quantity for item.
    d. SHIPMENT.STATUS_CODE is not changed and 'Stock Order Reconciliation' is not enabled.
