Upcharges for Two-Leg Intercompany Transfers Are Calculated Using WAC Instead of the Transfer Price (Doc ID 2588131.1)

Symptoms

When creating a two-leg intercompany transfer with upcharges on the second leg, the upcharges are being calculated using the Weighted Average Cost (WAC)  of the item in the destination-location instead of the transfer price

Steps to reproduce : 

1. Create an intercompany transfer with two legs (include a finisher).
2. Change the transfer price to be different from the WAC of the item in the destination location.
3. Setup up charges, value basis, for the second leg of the transfer (finisher to destination location).
4. Approve the transfer.
