Format Error When Updating Decimal Value In Table With European Locale

Symptoms
ACTUAL BEHAVIOR
---------------
When using the locale set to French and editing a numeric category with 123,45 then exit and attempt to edit the cell, the cell will automatically get changed to 123.45, and there is a validation error due to the value being updated with a period.
EXPECTED BEHAVIOR
-----------------------
The numeric value should NOT be changed causing the validation error.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. set users locale to "French (France)"
2. go into edit mode for a numeric category in a table
3. enter the value 123,45 (note the use of a comma), and exit the cell
4. no error message displayed - THIS IS CORRECT
5. re-enter the cell
6. value will be displayed as 123.45 (note the period "." in the number) - THIS IS WRONG
7. exit the cell
8. data validation error is displayed (because the value has a period rather than a comma
