Special Characters Not Displayed Correctly Within OIPA Error Message + Queryset (Doc ID 2589211.1)

On : 11.2.0.11a version, User Interface

ACTUAL BEHAVIOR

Some special characters are not displayed correctly within OIPA error message and queryset to assign a value to a transaction combo box. Mostly é è ë ï ç à ù single quote and others.

EXPECTED BEHAVIOR
-----------------------
Special Characters would be usable.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Search for policy.
2. Go to the Activity Tab (Activité).
3. Click on the Ajouter une activité button (add an activity).
4. Choose Demande de changement de bénéficiaire (Update Beneficiary Request).
5. Look at the display : incorrect special character instead of 'é' (Fig. 1 it shows Assuré : 30 Test Auto when it should show Assuré : 30 Test Auto).
