Symptoms

On the Operations Mobile App (OMA) - Unable to add objects to Damage assessment in Offline  

Unable to add objects to Damage assessment in Offline.  Object types and any other fields are not populating on Damaged Device details window

Expected Behavior

The list of object types should be populated even if the app is offline.


The issue can be reproduced at will with the following steps:
1.  Bring up the DA while online
2.  Select the Object Type
       This will show a dropdown with a list of the available object types
3.  Put OMA in offline mode
4.  Again bring up the DA form
5.  Select the Object Type dropdown
     This will not show the same list of objects as when in online mode
