Rerating Fails to Lock the Customer, though there are no Pending Messages in Caches. (Doc ID 2589855.1)

Goal

On : 11.3.0.7.0 version, Integration with other product


Question :
While trying to rerate, ECE is unable to lock the customer in it's cache. it is failing with the below message
"ERROR - - - - CustomerUpdaterMessagesBundle-10322: Failure due to pending rated events in NoSQL or pending notifications in BRMGateway".

Checked BRMGateway messages and Ratedevent Cache. Both the counts are Zero only and still the ECE fails to lock the customer.

After restarting BRMGateway multiple times and when try to rerate again, it locks the customer at some point,  what was causing the issue in locking the customer previously?
