LocApp Not Starting After SLEE Restart

Symptoms
Location Module (locApp) interface fails to start after after SLEE restart.
Watchdog is trying to start this interface repeatedly but fails with the following error message:

STEPS

The issue can be reproduced at will with the following steps:
1. Login to SLC machine as <acs> user;
2. Restart SLEE by runing the following command:
$slee-ctrl restart;
3. Check the status of all the SLEE applications by running the following command:
$pslist
4. locApp fails to start with the following message:
