O2A Cartridge Configuring Weblogic Server Resources Build Fails with Error: java.io.IOException: Failed to initialize JNDI context, tried 2 time or times totally, the interval of each time is 0ms (Doc ID 2590456.1)

Symptoms

Tried to deploy CSO COM-Only Solution with Out of the Box O2A cartridges 2.1.2 functionality as provided by Oracle E-delivery according to instructions.
However during configuring Weblogic server resources build fails, although preferences are correct.
