Symptoms

When sending a custom Outbound Message from Oracle Utilities Customer Care and Billing to IWS D1-RemoteConnect in Meter Data Management, D1-RemoteConnect throws an XSD Conversion Error, stating that the element startDateTime is not converted to XSD Date Time Format (which the IWS requires).  The External System / Outbound Message Type profile is configured to use XSD Date Time Format.

The custom Outbound Message maps the XML_SOURCE column two levels down from the <schema> node, that is:
