Unable To Create An Account In Billing Care When Purchasing Dummy Plan

Symptoms
On Oracle Communications - Billing and Revenue Management (BRM) 12.0.0.1.0 version, Customer Care
For a BRM 12 PS1 environment, on which Pricing Center is the owner of pricing data, an empty plan/package which contains no service(and no deals) was created.
When trying to use Billing Care to create a new account using the above mentioned plan as account creation, one cannot pass the “service configure” tab and finish the account creation.
The same problem when selecting a simple plan/package which has a service (which is a custom one) linked but has no deals configured.
There is no error in cm.pinlog and AdminServer.log.
The following error is reported in Browser Console log:

It is expected that a new account can be created in Billing Care when using an empty or a simple (with service linked but no deals) plan
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. configure two new plans in Pricing Center: one is empty (no service linked) and the other one is "simple" (with service linked but no deals)
2. submit the changes to BRM
3. log in to billing Care
4. create new account and select the plans configured in step 1
