Privilege Mask Details Report Outputs Applied to Field for Get File, View File, Checkout, Checkin Privileges (Doc ID 2591879.1)

Symptoms

Actual Behavior

Some of the privileges like Get File, View File, Checkout, Checkin privilege do not have Applied to field. However Applied to field is reported in Privilege Mask Details Report

Expected Behavior

Information of Applied to field in the Java Client and Privilege mask details report to match

Steps

The issue can be reproduced at will with the following steps:
1. Login to Java Client as admin user
2. Goto Admin tab > Settings > User Settings > Privilege
3. Open GetFile Engineering Changes. Do not see Applied to field
4. Run Privilege Mask Details Report
5. Open the generated CSV file. See "Changes.Attachments" displays as Applied to field
