External Transfer Interfaced through RIB Fails for the Child Item with the Error :"xxxxxxxxxx is not a transaction-level item" (Doc ID 2592773.1)

Symptoms

When attempting to interface Externally created Transfer using Retail Integration Bus(RIB),
the following error occurs:

Steps To Recreate:

1) Identify the item"ITEM111" (ITEM_LEVEL "1" , TRAN_LEVEL "1") attached to  a Warehouse  and Store  and its barcode/child item "ITEM222" (ITEM_LEVEL "2" TRAN_LEVEL "1").
2) Invoke Xtsf Message for the Barcode/Child Item "ITEM222".
3) Xtsf message fails with the below error:

@0NOT_SKU@ITEM222-
Status-E
Error Message -ITEM222 is not a transaction-level item.
