Unable To Open Uploaded Attachment (Doc ID 2594291.1)

Symptoms

In 806 version while trying to view uploaded document nothing happens in UI , however logs has below error:

java.lang.Exception: Trying to download un-authorized File
  at com.ofs.aai.ojff.services.DocumentDownload.ofssaiDocumentDownloadService(DocumentDownload.java:114)
  at com.ofs.aai.ojff.web.handler.FFHandler.handleDocumentDownload(FFHandler.java:570)
  at com.ofs.aai.ojff.web.handler.FFHandler.handleRequest(FFHandler.java:202)
  at com.ofs.aai.ojff.web.FFController.handleRequest(FFController.java:96)
  at com.ofs.aai.ojff.web.FFController.doGet(FFController.java:114)
  at javax.servlet.http.HttpServlet.service(HttpServlet.java:635)
  at javax.servlet.http.HttpServlet.service(HttpServlet.java:742)
