My Oracle Support Banner Errors When Importing Key File (Doc ID 2594587.1)

On Oracle Communications Network Charging and Control (OCNCC or NCC) and Oracle Communication Convergent Charging Controller (OC3C or 3C), when attempting to import a GPG Key File to encrypt voucher batches, the following error occurs:

gpg: WARNING: unsafe ownership on homedir '/IN/service_packages/CCS/.gnupg'
Warning: using insecure memory!
gpg: can't open '/IN/service_packages/CCS/.gnupg/pubring.gpg'
gpg: keydb_get_keyblock failed: Unknown system error
gpg: no writable keyring found: Unknown system error
gpg: error reading '/tmp/<GPG KEY FILE>': General error
gpg: import from '/tmp/<GPG KEY FILE>' failed: General error
gpg: Total number processed: 0

This issue can be reproduced by setting GPG_HOME to "/IN/service_packages/CCS/.gnupg" in and attempting to import a GPG Key File.
