SIM StockReturn Webservice Is Not Validating External ID (Existing Transfer ID) (Doc ID 2594745.1)

If passing an existing transfer as an external ID during return creation (e.g. dispatch), the service is not failing or throwing VALIDATION ERROR as the transfer already exists.
Because of this an ASNOutCre message is sent to RMS through RIB that will fail in RIB for RMS with error:

Note: Issue is appearing only if the item is already part of the transfer. If a new item is added, the existing transfer details will be updated.

The issue can be reproduced at will with the following steps:

  1. Create a new return to warehouse by calling saveReturn in StockReturnService webservice, but include an external ID. Send same message two times and observe no error is returned by SIM webservice.
  2. Observe only only one transfer was created in RMS. Second message is failing to be processed due to shipment already exists.
