Partial Restoration Not Processing Callback Request Until Full Outage Restored (Doc ID 2595417.1)

Had a couple customers complaints about not receiving a callback when their power was restored and instead receiving a callback much later.

Upon investigation it appears that the services in-question were part of a large outage which had a partial restoration at 8a and then the full outage was restored around 10:45a.
The callback requests were not placed into the TROUBLE_CALLBACKS table until the entire outage was restored.

Is there an SRS rule or something that you can setup such that any callback request be processed into TROUBLE_CALLBACKS as soon as their service is restored in order to resolve this issue?
Otherwise you will have to effectively revamp your entire callback process to ignore trouble_callbacks and simply go with SUPPLY_NODE_LOG and associated service restorations which seems excessive.

What behavior or result did you OBSERVE?
Services which had a callback request and were restored during a partial restoration of a much larger outage did not get processed into TROUBLE_CALLBACKS until the entire outage was restored.

What behavior or result did you EXPECT from the application?
Partial restorations should process any callback request at the time of restoration for those services, not when the larger issue and other services are restored.
