Purchase Product With Large Start Offset Does Not Apply Purchase Fees (Doc ID 2595767.1)

Goal

On : 7.5.0.22.0 version, BRM Management Pack

Given the following two-phase billing order flow in SiebelCRM-OSM-AIA-BRM:
i) Initiate Billing: invoking PCM_OP_CUST_MODIFY_CUSTOMER opcode and setting purchase, cycle and usage dates 1 year in future as expected.
ii) Fulfil Billing: invoking PCM_OP_SUBSCRIPTION_SET_PRODINFO opcode and setting purchase, cycle and usage date to current date as expected.

It was observed that, despite both orders are completed successfully, purchase fees configured in one product are not applied in BRM.
After investigation it was discovered a product limitation in BRM which is causing this.

Is it possible to enhance PCM_OP_SUBSCRIPTION_SET_PRODINFO opcode in BRM to apply purchase fees also?
