ACTUAL BEHAVIOR

Nested cycle_fees event notifications which are created in post_rating opcode [ via customization] are during pin_cycle_fees run are causing the original cycle_fees event notification to be generated without balance impacts in the payload. As a result the balances are not synchronized with ECE (Elastic Charging Engine) correctly.
EXPECTED BEHAVIOR

STEPS

The issue can be reproduced at will with the following steps:
In post-rating of a cycle fee, trigger a status change of some other products from inactive to active, this causes PCM_OP_SUBSCRIPTION_CYCLE_FORWARD to be triggered (indirectly) and even though the product being reactivated is for usage (no cycle fee), this opcode still generates /event/notification/cycle/start and /event/notification/cycle/stop events.
