Symptoms

An operator can use graphical grouping to re-add a supply node to a job it is already a member of.
The system should prevent an operator from grouping a supply node into a job that already contains that supply node.

The issue can be reproduced at will with the following steps:

1. Submit an outage call to create service outage.
2. Using graphical grouping add a supply node to the service outage.
3. The service outage becomes device outage.
4. Using graphical grouping attempt to add the same supply node to the outage again.

Expected result: It should not be possible to add supply node to event that already contains that supply node.
