2.4 Error while printing certain switch sheet

Web Switching shows an error when attempting to print certain switch plans.

Failed to generate report [...],

Cause: Client received SOAP Fault from server:
PublicReportService::generateReport for reportAbsolutePath
[/NMS_BI/WebSwitching/Templates.xdo] failed: due to oracle.xdo.server.ServerException: oracle.xdo.XDOException: java.sql.SQLException:
ORA-06502: PL/SQL: numeric or value error: character string buffer too small
ORA-06512: at "PGE_NMS.FN_GET_LONG_DESC", line 22
Please see the server log to find more detail regarding exact cause of the failure.

The issue can be reproduced at will with the following steps:
NOTE: This is only an issue when your project has control_act records with switching_desc entries that are more than 100 characters.

1. Record a step into a switching sheet that is tied to a control_act record that has a long switching_desc value.
2. Attempt to do a Print Preview for that sheet.
