"ORA-04067: not executed,stored procedure "PUBLIC.OPA_CONFIG" does not exist" Error When Opening TMS Forms (Doc ID 2598002.1)

When launching TMS forms application , all users are getting below error:

"ORA-04067: not executed,stored procedure "PUBLIC.OPA_CONFIG" does not exist"

Subsequently hitting Ok button will make this error go away and TMS application works fine.
