IHE Application MDB Failing To Instantiate When Using WebLogic 12.2 (Doc ID 2598907.1)

Symptoms

 On : OHMPI 4.0.2.2 version,

When OHMPI generates a broadcast message, the IHE MDB that subscribes to that broadcast topic fails to be instantiate with the following error:

<Error> <com.oracle.pitchfork.intercept.InterceptionMetadata> <BEA-000000> <Cannot find JNDI binding for 'java:comp/env/ejb/DomainLookupBean', While trying to look up comp/env/ejb/DomainLookupBean in /app/ejb/ihe-mpi-domain-lookup.jar/#DomainLookupBean.>

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Using WebLogic 12.2.1.2 with an IHE Application deployed, make a change to the database that creates a broadcast message. Observe that the WebLogic server shows an error message similar to:

<Error> <com.oracle.pitchfork.intercept.InterceptionMetadata> <BEA-000000> <Cannot find JNDI binding for 'java:comp/env/ejb/DomainLookupBean', While trying to look up comp/env/ejb/DomainLookupBean in /app/ejb/ihe-mpi-domain-lookup.jar/#DomainLookupBean.>
and the message in the JMS topic is not successfully processed
