19C Unable to login to Oracle hub

Admin user does not exist in UI
The issue can be reproduced at will with the following steps:
1. download 19c private cloud
2.run upgrade/Install process by selecting option existing DB
3. login to OPA hub url facing error "Invalid Login"
4 Trying resetting password through Script causing error.
