Goal

The Weather Data Adapter needs to go through a proxy in order to connect to the National Oceanic and Atmospheric Administration (NOAA).  In some cases, the proxy server may require a username/password in order to allow the connection to succeed.  How can this be done since the adapters does not accept a username and password parameter in the connection?
