Purchase Order (PO) with HTS Having a Future Effective Date Results in "This Harmonized Tariff Schedule (HTS) Does Not Exist" Error (Doc ID 2602397.1)

Symptoms

When trying to attach a Harmonized Tariff Schedule (HTS) code that is effective in future to an approved Purchase Order (PO) that has been brought back to Worksheet status and which falls under the effective window, the HTS Details Window [ordhts] does not allow to apply the HTS code and throws the below error.

Steps to Reproduce
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a PO and attach an HTS Item
2. Approve the .
3. Create a new HTS code effective for a future date .
4. Attached HTS to an Item .
5. Edit the and bring it back to Worksheet status.
6. On the [ORDHTS] window, notice that for the Item the new HTS code does not default. (this is issue one).
7. When you try to add the HTS using Add HTS, you receive the below error (this is issue two):
"This Harmonized Tariff Schedule (HTS) does not exist"
