On : Insbridge 5.2.0.0.0 version, RateManager

ACTUAL BEHAVIOR
---------------
HF24 is locking all versions of tables when unlocking and re-locking programs versions


EXPECTED BEHAVIOR
-----------------------
When locking a program it should only lock the active revisions of tables.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Please try and unlock and re-lock a program in HF24;
2. Then look at all revisions for any table. You'll see that ALL revisions get locked; not just the active revision.


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue end users get completely locked out of all their work if we unlock and re-lock a program version; as we need to do to package for a release.
