OCOMC Nodes Not Proper/Unable To Create A New Node (Doc ID 2603046.1)

Goal

On : 12.0.0.1.1 version, Cartridge Pack

Oracle Communications Offline Mediation Controller(OCOMC) recycle/suspense nodes are not coming in proper state when clicking on edit node(database configuration tab is missing).
While creating new nodes also database configuration tab is not coming.
Also, while clicking on edit rule, getting error like "failed to open rule files, null"

Question: How to resolve this issue?
