Symptoms

On : 11.1.0.0 version, General

ACTUAL BEHAVIOR
---------------
Cannot check in rule due to Palette saying XML Content is empty.
EXPECTED BEHAVIOR
-----------------------
User should be able to check in rule after editing

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Occurs intermittently - sometimes the same rule multiple times in succession, other times different rule once, sometimes does not occur and allows normal checkin.


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Users unable to save work and may have to recreate if not already saved in external XML editor.
