Symptoms

When updating a brand in RMS, the last_update_datetime and last_update_id is not being updated.

Steps To Reproduce:

1. Download the Brands spreadsheet using the RMS foundation data > Data Loading > Download functionality.
2. Update the Brand description of any brand and save.
3. Upload the spreadsheet using Foundation Data > Data Loading > Upload.
4. Check table data, Note last_update_datetime and last_update_id values are not updated.
