Partial Billing Fails Due To Deleted GSD Not Valid

Symptoms
Partial Billing is failing for few accounts .
Below is the scenario
The Billing account has 3 subscriptions which were once in discount sharing .
How ever sharing has been removed couple of bill cycles ago and now they are all standalone accounts and when partial billing is run it is applying the cycle charges for old bill cycles . Since Discount Sharing Group(DSG) is valid in old bill cycles it is looking for deleted DSG and failing .
It is not sure why the cycle fees are being applied for old bill cycles, the expectation it needs to apply for current bill cycle
Account DOM : 13
Billing Cycle : May 13 2019 to June 13 2019 .
Cycle fees are being applied from December 30 2018.
