ACTUAL BEHAVIOR
---------------
Add Requirement for 'Policy' Requirement type stops rending at Client field when attempting to create manually via UI on existing Application.


EXPECTED BEHAVIOR
-----------------------
Should be able to add "Policy" type Requirement to Application/Policy manually via UI when configured for user create/edit access.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open existing Application/Policy.
2. Select Add Requirement.
3. Select 'Policy' type Requirement from drop down list.
4. Add Requirement, the Screen hangs at Client field.
