Error received with XORDCRE message - VAT rate was not found for item <Item Number> at VAT region <VAT Region> (Doc ID 2606264.1)

XORDCRE messages are failing in RIB with the error "VAT rate was not found for item <Item Number> at VAT region <VAT Region>" even though vat rate is present for that Vat region and SKU combination.

The following error is noticed:

call RMSSUB_XORDER.CONSUME(?,?,?,?)}: [E] VAT rate was not found for item <Item Number> at VAT region <VAT Region>
