Unable To Purchase Deal For Closed Service (Doc ID 2606313.1)

Symptoms

On  Billing and Revenue Management 7.5.0.22.0 version, issue is that a deal purchase on an account is failing for closed service.

Steps to reproduce:

  1. Set the parameter "- fm_bill deal_purchase_for_closed_account 1" in CM (connection manager) pin conf
    The values for this entry can be:
    # 0 = (Default) Do not allow purchase
    # 1 = Allow purchase
  2. Create account, add a service, purchase a product on date 01 Jan
  3. Close service with below flist on date 03 Jan

    # PCM_OP_CUST_UPDATE_SERVICES input flist:
